While some characters have played a minor role in Evil Genius (Red Ivan), they have fully been realized as major characters in Evil Genius 2. Only Maximilian has returned as a major character in the second game.
The graphics of the game remain true to its cartoony design, but there is a noticeable significant improvement in the graphics of this latest game compared with the first game. This is partly because a bigger budget is invested in the game graphics than budget cuts in the first game.
