Robots to Build a Telescope on the Moon?

Italy of all places wants to send robots to the moon to build a telescope. The telescope will take about 15 years to complete. Pieces of the telescope will be sent up to the moon over the next few years. The first "modular-robots" to start assembling the telescope will be sent up in about four to six years on a Vega launcher. The huge telescope will be assembled into a large crater (I'm guessing this means like an Arecibo style configuration?). The telescope will be able to see more of the sky than any earth based telescope and can even point to the earth and spy if need be with "extreme precision!" No definite on the cost, but 150 million euros have been earmarked for the project!
