From the File dropdown menu, select "Print settings and preview" (sometimes labeled "Print preview"). This opens the correct export interface that allows you to include speaker notes in your PDF.
Step 3: Change the layout to 1 slide with notes
In the print preview toolbar, locate the layout dropdown menu. It typically defaults to "1 slide without notes" or a similar option. Change this layout to "1 slide with notes." Why the standard download option doesn't work
