Authored by several CMU researchers including Illah Nourbakhsh and Matt Mason, the document gives lots of pointers for constructing small, mobile robots quickly. It describes the tools and techniques needed and outlines most major areas of concern including control, power, sensors, batteries, and electronics.

I really enjoyed this paper... It listed a lot of shortcuts that can be made when starting a small robot project. A good read, even if you're not a beginner.
